For a split shipment, an agent might check the order and then the carrier for each item. It must stop when evidence is stale or identity is uncertain. Reading a shipment does not authorise a refund, address change or customer promise. This is a proposed design.

Does an agent need access to everything?

No. Give it only the tools and records needed for the agreed task. Begin with read-only or draft-producing actions. Any write permission needs a specific purpose, an approval boundary and a tested recovery path.

What needs a human decision

An agent is unsuitable when a fixed rule solves the task, the source data is unreliable or nobody owns exceptions. Consequential actions require separately defined approval and execution checks.
